No. You do not have to talk to the other driver's insurance company. In fact, if you are thinking of suing the driver at fault for your injuries and damages, you should talk to an experienced attorney and let the attorney contact the adjuster.
Typically, when the driver at fault's insurance adjuster calls my car accident clients, I advise my clients not to talk to them and have my clients give the adjuster my information.
The insurance adjuster is calling to ask about the basic facts of the accident, the nature and severity of your injuries and maybe to have you say something that would hurt your case. Because there is a lawsuit, anything you say in the recorded interview can be used against you.
Even if are not bringing a lawsuit, it is still worthwhile to speak to a knowledgeable, experienced PA or NJ car accident attorney before you talk to any adjusters about your accident or your injuries.
